A Table of Contents (TOC) with Cross-Reference Compliance Matrix

is a structures outline of the RFP. It is a brief overview of topics that each section addresses. The matrix should also mirror the RFP TOC. Short RFP may not have a TOC; however, a longer proposal is more detailed and includes figures, tables, etc. Adding the cross-reference compliance matrix gives you a way to make sure you have addressed each section of the RFP.
